Maybe this is just a western phenomenon but I thought all coal burning plants had to have scrubbers installed that prevent pollutants from escaping. At one time, they were encouraged to build tall venting chimneys to insure that the trade winds picked up the pollutants and moved them to Canada where we hoped they would provide you with a little color in your air. <g>

Frankly, I find it surprising that stronger restrictions have not been placed on these plants.
