It is not fair to compare compliance costs and loss of productivity (otherwise I could argue if I took my insurance and invested in MSFT, I'd be way, way, way ahead) to insurance, so let's be honest here. When you buy insurance you get indemnification for actual losses. You are comparing "protection money" to real insurance. Show me ANY environmental expenditure short (other than conservation) that provides this indemnification of actual losses (genetic diversity) other than preservation of habitat. There are none.
