"We can do both," Alaska Gov. Tony Knowles said at a press briefing. Afterwards, testifying before the House Resources Committee, Knowles urged Congress to open the Arctic National Wildlife Refuge to leasing. In addition, he called for completion of an inventory of oil and natural gas resources on public lands and expediting agency processes that will lead directly to exploration, such as applications to drill and offers to lease. Montana Gov. Judy Martz said 33% of the state's area is managed by the federal government, which has "systematically reduced the opportunity for responsible development." Wyoming Gov. Jim Geringer said the lack of coordination and cooperation between two agencies within the Interior Department will delay access to coal bed methane resources, "a much-needed supply of gas in a very attractive market." Access to resources in the US has become more difficult and the ability to transport the products in any form remains "unpredictable and uncertain,' Geringer said. Jim Bowles, president of Phillips Petroleum's Americas Division, representing the American Petroleum Institute, called for greater access to federal onshore and offshore lands, as well as opening ANWR. A successful national energy policy must be comprehensive, recognize that there is no quick fix to energy problems and "rely primarily on the private sector working through free markets," Bowles said.
