The other side of the coin is that congress will keep on spending everything until they are in deficit spending with or without a tax cut.

Thanks to Clinton vetoing the Newt tax cut, we ran a large surplus the last few years.

If there is disciplined leadership at the top, deficits are not necessary. Unfortunately, we have nothing like discipline or leadership in the White House under W. He is going for the standard Republican "popularity boost through irresponsible tax-cuts" approach to fiscal mismanagement.
