*Intel* doesn't even know if Intel will reduce capex, so of course Wall Street can't figure it out.

They will maintain it as long as they can for all the reasons you list. But there's a limit to how much pressure they'll be able to put on other budget lines (like headcount) and other priorities (like earnings). If the upturn doesn't happen before that limit is reached, they'll cut.

If I knew what the limit was, I'd either be working for Intel and unable to tell you (I'm not), or richer than George Soros (I'm not that, either). Sigh...
