James, I think you're misreading the chart. The debt listed is not Federal debt, it is ALL debt: Federal, commerical and private sector included. And it has been expanding quickly because we are in a credit bubble, aided and abetted by Alan Greenspan's wholesale printing of money, as evidenced by the M3 figures.

The point is that not only did the debt increase at a faster % under ronnie, but also it was primarily Fed. Govt. Debt. under Bubba for the first few years there were fairly large Fed. Debt increases but these tailed off and became slight surpluses by 1999/2000. contrast this to Ronnie and George's regimes which saw fed debt ballon to unprecedented levels as a % of gdp.(except in total wartime)
