Yes, that thinking is reflected in the fact that the excess inventory of dot com and CLEC failures have exploded into the equipment after-markets. I have seen two articles in IT trade journals so far that discuss how companies are finding bargains in used equipment and software purchases from failed Internet and telco businesses. There is a huge amount of infrastructure that is on or near the auction block.

Cisco has owned up to about $400 milion in needed write-offs so far. I suspect that this number will grow to more than $1 billion before the end of summer an will likely be close to $1.5 billion by this time next year.
