"CSCO still overvalued" - this is what bugs me about a NASDAQ at 2000. People are calling for NASDAQ bottoms in the 1500-1600 range, but in reality many of it's component stocks are still richly valued. At 19, I would call CSCO fairly valued from a value investors point of view. However, value investors don't want to buy stocks that are fairly valued, they want undervalued situations.
Your CSCO at 12 would definitely qualify as a nice buy point for CSCO to establish a buynhold position, IMO. My buy at ~19 is simply an attempt to garner a short term gain on an oversold market. Looks like Rory is on the right side of his CSCO short.

NASDAQ down 108 now, this sure looks like a capitulation day. I've got 37% cash, but I'm very wary about putting any more to work here.
