The anti-gay religious movement is an act of pure hatred and vengence against those that are born sexually difference from the "norm". Religious hatred towards gay is probably why Bush and the conservative movement is against hate laws, which are important laws that would tell the world that the U.S. does not tolerate hatred against others based on race, religion, sexual orientation, culture, etc. Conservatives can't point the finger of hatred at gays, and also support anti-hate laws.
