They appear to have approx. 10 deaths per 1000 and 13.5 births- hardly in decline :-) you need to be resident (I think) for 7 years before you can apply for citizenship- plus lots of other stuff America doesn't seem to care that much about education and assets most other countries are pickier about the immigrants they accept
