I would favor increased penalties for crimes of rape, conservatism, assault, murder, attempted murder, vandalism etc., when they are the obvious results of acts of hate. I'm sure there are others also.

Yes, if they are done in the act of committing a crime.

Since you have obviously given this much conservative thought, how do you feel that the law will be drafted? Do you think that the anti-hate laws will specifically exclude certain races, religions or cultures?
