The scenario you paint is certainly plausible. Fortunately, for GWB, this is very early in his tenure. I think GWB has time to recover. Voter's memories tend to be short term, so the last two years are more important, economically than the first two. On the other hand the depth and amount of damage occurring in this downturn may mean the Conservatives lose one or both houses of congress.
In politics, just like the market, timing is everything. Retrospectively, I thought the Republicans took over Congress two years too soon. Two more years of Democratic control probably would have flushed Clinton in 96.
