It takes some people longer to catch on, Howard. Bill was good at some things, ask Monica, but managing the country was not his forte. Without Hillary he would have been in deep doodoo when it came to making decisions.
This lack of decision making is a common trait shared by sociopaths.

Did you know that W's own office put out the info that he had spent a TOTAL of FIVE hours in meetings on the BUDGET! This is compared to the previous occupant, who spent 50 hours in official meetings, plus 25 hours in informal meetings, at this same stage of his first year in office.

It is not hard to imagine Billy talking for 99% of the duration of those meetings.

How sad, his lack of interest and competency on knowing or learning the details of the most important piece of legislation there can be. Can you imagine a press conference when they ask him a specific question? Ha ha ha.

No supporter of His Fraudulency Dubya myself, I must observe that you are confusing EFFORT with RESULTS. On the other hand, the results ARE likely to be disasterous.

The reason you see him gallavanting around the country is that he can make canned speeches instead of having to respond to ad hoc questions from reporters. He's better at memorization (well, a little better) than at thinking on his feet.
