I am not sure price caps are the way to go but I had hoped that the feds would cause a breakup of the apparent bottleneck in Sacramento.

Price caps are a big part of why there is a problem. If you limit the price that can be paid for something you limit the incentive to supply it.

And when you have a shortage of energy, prices skyrocketing as a consequence, and utilities that are not permitted to pass the increased prices onto the consumer, you have a major problem.

Currently, creditors of two of the largest utilitiy companies in the state are passing around an involuntary bankruptcy petition to put these two companies into bankruptcy. The crisis is worsening and it looks like some sort of gov't intervention is needed to avoid a meltdown.

Since Sacramento does not seem up to the task, I was hoping the feds would be.
