guided by polls and governed by polls are vastly different concepts! To be guided, such as Clinton was, means that he checks his judgement against that of all the people who are going to be affected. He did not always align himself with the polls (as with NAFTA) but he considered them. A really stupid leader, Junior George for example, thinks he already knows everything worth knowing and is unconcerned that only a minority of the affected people trust in his knowledge. Junior George is truly governed by the polls, but the only polls he accepts are from extreme groups. TP
