From the beginning, the goals of the sanctions included 1) restricting Saddam's ability to produce weapons of mass destruction and 2)Put stress on the out lying areas while offering our indirect support for coup attempts. This almost happened twice. At this point, however, the folk in the outlying areas are either dead or completely disenfranchised to the point of obdurateness.
Yes, they were definitely targeted and definitely innocent (of our claims against the Saddam regime). Those still alive remain Saddam's enemies, and probably ours now.
