You are right about pain but wrong about permanently high energy prices. When more resources will go into energy saving devices and solar energy(on the roof top) Electric energy consumption will fall dramatically and so is the price. Unfortunately in CA we have established Democratic majority so there will be more pain.

Little Joe cato.org How not to make electricity cheaper! Cato has a lot of articles on this subject, just type electricity in the search. I know they are considered a conservative think tank so I guess you have to grab the LA Times or Mr. KABC;)(a local talk show liberal) to catch the other views. I don't have a firm grasp on all the facts and even wonder if it's possible. I do know it is in military terms, a clusterf*&k. Gordon
