I'm sure cluster bombs are highly effective. After all, they are designed to be anti-personnel weapons. One can argue that a lot more was at stake in WWII. The bombing of civilians can be rationalized. I still fail to see what was at stake here. We succeeded in crushing Serbian nationalism, (at least temporarily) now we have to deal with Albanian nationalism. Using the same rationale, we'll have to bomb them now. That's a chilling anecdote about Churchill, btw.
