Even Ibis had to license IBM's SIMOX-SOI wafer production process:

Ibis Technology Corp. here today announced it has licensed IBM Corp.'s patented process for silicon-on-insulator (SOI)
wafers using separation by implantation of oxygen technology, known as SIMOX. IBM's process employs a modified low-dose
process to produce SIMOX-SOI wafers.

The story of AMD and IBM's SOI is not entirely new:

In addition to a 0.13-micron transition later in the year, it has been rumored that AMD will work with IBM to
develop SOI technology to help achieve lower average power states for AMD's next-generation Thoroughbred family, based
on the Athlon.

I would guess that AMD's own engineers will be optimizing the Hammer and Fab30 to each other, even with Fab30 using IBM's SOI technology.

The real volume will be with Thoroughbred. My guess is that AMD is preparing for the potential that they may need foundry services to meet demand for Thoroughbred. Thoroughbred will not use SOI.
