"I'm saying P4 could reach 2.7GHz in .13um."

2.7 GHz is actually very conservative. Intel may well reach 3.3 GHz at 0.13-micron using copper interconnects.

"No problem. They keep P4 at 1.5GHz because they love losing market share to AMD, but they could actually release a 2GHz CPU any day they want to. They are just toying with AMD and keep them around for antitrust reasons."

Intel does not have much fab capacity with sufficient tolerances to produce P4 processors. Pushing up the highest price that they charge for processors is difficult in today's market, so introducing higher speed grades would only depress the prices of currently shipping speed grades. Nevertheless, Intel is not in the position to ship 2.0 GHz any time they wish. I would guess that the best they could do right now would be 1.8 GHz.

One reason the keep P4 at 1.5 is maybe because they don't want to completely trash the P-III? You forget that Intel is mainly a marketing company.

You also mentioned that Intel designed the P4 in a way where it couldn't scale to it's full potential. Is it possible to lift those restraints while moving to .13u.

Do you really think AMD is dumb enough to tie a brand new design to a new process technology? AMD's management has been quite conservative under Dirk.

Well..... AMD claims Hammer will be on SOI. Hammer is a brand new design. SOI is a new process technology. How do you see it differently??
