I'm not sure where this concept of smaller transistors equals faster transistors comes from.

Process shrinks generally require lower voltages, which means slower switching speeds. This is compensated somewhat by smaller swing requirements, lower capacitances and shorter wires.

Anyone expecting a big speed improvement from 0.13u may be disappointed.
