If the government (which in a government of the people is synonymous with society) sets up benefit programs at the desire of a majority of the people, it has a right to make sure that those benefit programs are not unreasonably abused by inapropriate personal behaviors.

I'll ask you the question I asked X before, would you limit this to democratically elected governments, or perhaps democratic governments and popular non-democratic governments?

Is there any limitation you would put on this? In the US we have the legal limitation of the Constitution, but it can be changed, and not every democratic country has a written constitution. Since government subsidizes housing would government properly have the right to order that all new houses can't have stairs because falling down stairs is a common cause of household injuries? Is there any certain point that you would say is going to far or is whatever the government can get passed ok in principle?

I still disagree with the idea that if something is wrong for one person it is ok for a lot of people.
