No. Basically, people have the government they deserve and deserve the government they have.

Lincoln was reputed to have said "any man over 40 is responsible for his face." (This before the age of cosmetic surgery!) I think equally every person over 40 is responsible for the government they have. By then, they have had the chance either to change it, to go where there is a government they want, or to die trying to change it. If they have done none of the above, they have de facto chosen and deserve it.

If more people took responsibility for their governments instead of just enduring them, the world would be a lot different, and better, place. It can be done -- has been done many times and many places.
