I think what DAK was saying is that the new bankruptcy law will force more people into Chapter 13 repayment plans going up to 5 years rather than getting a clean slate wipe off under Chapter 7. So people in 13 won't have much spare cash to spend as opposed to fresh start Chapter 7 folks. So in theory consumer spending will be reduced.

Frankly, I don't know how big an effect this will be. Or how many people on the edge will rush to file Chapter 7 before the new law takes over, which I think is in 6 months. Or if the Trustees will start looking a little harder at pushing people into 13 repayment plans, which they have every right to do under current law though it doesn't happen much in practice, ahead of the new law.
