Many experts equate this period of instability to the 19th century and the rise of the railroads. Sure, lots of railroad companies went belly-up, but in the longer term railroads became a key driver of progress and prosperity. Soumitra Dutta, dean of technology and e-learning at French business school Insead, calls this a "phase of sacrificial creation." He says that a lot of bright people have given their energy and ideas to figure out how to best use technology. In the process many have failed, but lots of good ideas have been born.

Yes, it means that he is long CSCO and he is down big on it. He is trying to justify it to the viewer, in essence saying that all this was "expected" and it's a great opportunity.

Mental Note: don't invest with that manager.
