maybe, if the lender is a S&L that would be true. On the other hand, maybe a full service bank gets the money from a small or mid-size business that keeps surplus cash with the bank. or from people like the woman I used to work with, who socks 10's of thousands of bucks into CDs all the time.

I'm not sure if the govt counts CDs as savings.
