Tim,

I don't think environmental disaster is just around the corner and has to be averted with dramatic actions.

It is fortunate that people in other parts of the world are paying more attention than many in the US. We don't have another planet to fall back on.

So, Tim, I guess by your standards Kyto was last minute as well since it fell within the last three years of the Clinton administration.

Can we count stuff that was passed in '93 or '94, or is that still too late?
