The voting allows more popular posters to blatantly violate the rules and get away with it.

Anyone who has been put on the voting block should have been banned. It's not like a 1-2 day banning is a death penalty, and I think it would quickly get people to conduct themselves in a respectful way towards others if the rules were actually enforced, and there were scaling penalties for repeat offenders.
