Insiders are bilking the public. I don't know how anyone could possibly come to another conclusion.

I have a friend at a big biotech back east. When his stock was soaring, and he was VERY optimistic about it, he was selling as he continues to get options and wanted to be more diversified. He also sold more than he planned because he and his wife are thinking about moving into a bigger house. There ARE other conclusions as to why insiders sell that are not sinister. And the tough part for small investors is that there is no way to know the motivation.

There is one big issue you're forgetting. In the "High Tech" business...Many people are working for stock options. Many small companies couldn't afford to pay them what they're worth. Can you tell me any other time in the past where people agreed to work for companies based so highly on stock options? Even the people who are being paid well.. heck....they got tons of money in one stock....why not cash in and diversify or buy things....you don't live forever? Or..in the case of the Mendozas....ask Notre Dame to stop construction till the market rebounds?
