Interesting, never heard of that potential energy source. But I would not hold my breath about its exploitation, with an ex-oil executive in the White House.

Don't know if Dubya actually has an energy policy, other than a retro policy, similar to the way his cabinet has been moving in other areas, such as defense. The last real effort at energy independence came in the 70's, after the arab embargo, when a lot of money and effort was spent on alternate resources such as oil shale, ocean thermal, solar, etc (p.s., did you ever look at solar ponds? That was an Israeli discovery in the 70s, don't know if they are still pursuing it).

That last initiative was a combined industry/govt effort, with the govt investing much the R&D and risk capital that would be too expensive for private industry. Reagan pretty much did away with most of those efforts when he cut the DOE budget, and we got back to the cyclical oil crises.
