Pete,

Apparently, in California, especially southern, a good percentage of tenants have their electricity included in their rents. While this persists, the supply / demand curve is disrupted, and there is a lag in reduction of usage. I bet that when the leases are renewed, the electricity charge will be separate, and where necessary, the meters will be installed to make it happen. So a slight reduction in usage will probably happen.
