The severity of the tech slump may be primarily attributed to bush. He ignored california's energy problems causing tech cos there to suffer. His people at the fcc have thrown a chill into clecs because they aren't forcing rbocs to compete and the rbocs themselves are investing at a monopolist's pace in so far as building out high bandwith infrastructure. He talked this economy down incessantly to get his tax cuts passed. He deserves a lot of blame for taking a shaky situation and making it much worse.
