I'm not so sure about this. <<cannot be blamed on the Clinton Administration. >> Clinton's China "policy" could be at the root of it. We don't know enough yet to tell. I'm sure G W Bush will handle it admirably, and I do hope we don't get into a big debate about who caused it.
