The tracking stock was something that might have seemed a reasonable move a few months ago, given market conditions at the time. Is it prudent now? MCI spins off cash. WCOM needs cash for infrastructure spending. The tap seems to be pretty convincingly off from other sources -- you can't borrow, they've done the bond thing, and heaven forbid they issue equity at these levels. So how much sense does it make to dividend out all the cash from LD, when it could be used to build the network?

Just an ignorant question from one who doesn't understand the industry, and is looking for an education. TIA.
