Depends on who you are and whether you are consistent. If you're a conservative and consistent, Gore won the election. If you're liberal and consistent than Bush won.

But I have yet to see anyone who is consistent.

A Gore victory
The fact remains, the majority of people went to the polls to vote for Gore. Bush is illegitimate.
