I am afraid I bail on you on this one. There was a negotiation going on in Washington with Japanese emissaries, which is sufficient to explain letting ones guard down. McArthur got caught napping in the Phillippines, and had his whole air corps wiped out as a result (they were all on the ground). Anyway, I will not charge someone with so heinous a deed, whatever the rationale, without better evidence then I have ever seen.

The New Deal, however, was, indeed, floundering.........

He does get credit for having settled the "battleships vs carriers" argument. Sacrifice the next-to-useless battlewagons and build a modern navy of carriers on a wartime schedule. The rest is history...
