I actually never got around to seeing Tora, Tora, Tora!....The fact is that the services failed to share crucial intelligence, and that although we were monitoring signal transmissions, we had not yet broken the Japanese military code. Efforts were concentrated on breaking their diplomatic code, in order to divine policy intent. It was known that hostilities might break out at any time, and that certain facilities were at risk, but not that there was the specific intention of attacking Pearl, or, for that matter, Manila at that time. Anyway, I am not expert at any of this, and what I have read has not proved a conspiracy. I am sure that Roosevelt was happy to get us into the war, I just don't think he would have left a number of destroyers and support craft, and their crews, sitting ducks.......
