If you are beating up someone, and I do not try to interfere, I am a bad person.

If I'm beating someone, I'm disrespecting the autonomy of the peer I'm beating as well as breaking the law. Of course, you and/or the police should intervene when a peer is being disrespected or injured.

If an autonomous country invades another autonomous country, our country certainly can jump in to aid the country being invaded if it wants to. I don't know of any obligation to do so, though, unless there's a mutual defense treaty in place.

EDIT: The context of the discussion has been the *internal* affairs of a country.
