There is no obligation to jump in militarily without a treaty. But if there is an evident aggressor, there is an obligation to condemn the act, at a minimum, and to weigh other options as well, with a mind to one's duty to one's citizens, of course. Even without international aggression, diplomatic pressure to end slavery or the gross subordination of women is arguably the duty of a Great Power, although other considerations must be weighed in determining how far to concern ourselves as a nation.
