A person is autonomous except to the extent that he cedes some of his autonomy, for example, through contract, such as marriage or an commercial contract. And, of course, the laws under which he lives. The government can only constrain autonomy through law. We all agree to be constrained to accede to the laws wherever we are. If we don't we get the laws changed, pay the penalty for breaking the laws, go somewhere else where the laws are more to our liking.

Since the government is made up of the people of the country in which you live that distinction does not make sense (imo). You get interfered with by the citizens and the government of your country depending on the laws and customs of your country. That is, imo, all there is to reality.
