Maybe I wouldn't classify him with the monsters but his great achievement was unintentional. He wasn't exactly trying to end communism in Russia. I'm not sure exactly what you mean by Reagan's $3trillion paranoia. We didn't spend $3trillion on defense when Reagan was president, and even if you where president I imagine the defense budget would be > $0.
