I was mainly referring to the situation of helping a person or persons where they are being violated by another. My distinction was that a group of citizens in erehwon (say) who request outside help because they (say) would rather drive on the left side of the road than the right...well--TOUGH. The request for help does not give us the authority. The apparent violation of safety or autonomy does not give us the authority. The two together allow the issue of intervention to be considered--IMO.

My peculiar stance is based on the fact that I do not consider countries or conceptual entities to hold rights. I believe that only the individual counts; Although, naturally, I recognize the pragmatic realities of countries, borders, etc.
