It's the government attitude of "this is what we want, and this is what will work politically. We don't care if it makes any economic sense, the politics are our only concern. So we'll just pass popular laws".

So now the people of California, and the utility stockholders, will have to pay the price for electing politicians without an ounce of common sense.
