Really, though, there was no good answer here. Davis should never had said there would be no rate increases, but beyond that, no one could have done much more given the mess he was handed - unless long term contracts really were offered at good rates a year ago, about which I've heard conflicting stories.

FERC's refusal to intervene sort of capped any reasonable options he had. I have no problem paying higher rates similar to the rest of the country, or even a bit more, but it's the spot market manipulation that burns me, and FERC's unwillingness to do anything about it. PG&E's transfer of assets to the parent should be reversed by the bankruptcy judge, and money owed to the gougers should be cut significantly.
