'Sincere apology'

The US letter read: "Both President Bush and Secretary of State Powell have expressed their sincere regret over your missing pilot and aircraft.

Foreign Minister Tang Jiaxuan said the release of the crew was a humanitarian gesture

Actually the letter, signed by the Ambassador, states we are sorry for the loss of life and that our emergency landing was not verbally cleared by Beijing. The Chinese are obviously eager to get this incident behind them and the language as crafted by the Bush team gives the Chicoms a face saving way out. JLA
