True. I speculate that financing for 3G WCDMA buildouts are much more risky that voice buildouts. While voice has proven itself to every market it has been introduced into, 3G has not. There is a much larger risk associated with it. A massive WCDMA bulidout could result in large empty pipes.

The 1Xev solution allows capacity increases for voice and data to those that demand it.
