It seems the clock-throttle issue would be more of a problem for the soon to appear 1.7 P4. I expect the good Doktor will flask the 1.7 mercilessly to provide an answer to the CPU 50% halt question.

Pravin:

"If the main line press picks up this story and exposes Intel's P4 clock throttling under heavy load "feature" to their customer base, it could be catastrophic for Intel."

When pushed to the wall as has been INTC by AMD's Athy, any and all ruses become acceptable for some, not all, management teams...Don't know for sure but it does sound like yet another INTC ruse!!! If so, just one more in a seemingly endless stream of misleading pronouncements emanating from the INTC inner sanctum!!!
