I don't think you can jump to conclusions about the gang thing. The use of ostracism is really bonding behavior for a group or society. Almost all people, on all continents, use forms of ostracism- they simply ostracize different people for different reasons. Ostracism is a powerful tool, and for children to suddenly discover this weapon, you can understand why they might want to use it. I think this was probably a game started by at least one very intelligent child, who is just discovering the power of group dynamics. I doubt it is anything more sinister. It does need to be nipped in the bud though. And to nip it education and empathy are probably the best bets.
