No. Having a Poly Gate Length at 0.13u, does not make it a 0.13u Process. Intel's Poly Gate Length at 0.13u is much smaller than 0.13u. Does that mean intel can call it a "x.xx micron" Process?

Good point.

And since they can't clock as fast as Intel's 0.18 micron aluminum P4, I'd say they limited upside potential - wouldn't you?
