Not having a keen recollection of detail about this, I am not sure. I cannot recall what the overall budget proposal looked like, or what the timetable for tax cuts was. What I recall from that period is that Clinton argued for a longer term for deficit reduction, and the Republicans argued we could achieve a balance budget sooner.......
